Thomas D. Carver was appointed Executive Director of the New Jersey Casino Reinvestment Development Authority on October 17, 2005. Prior to his appointment as Executive Director, Mr. Carver served as Commissioner of the Department of Labor and Workforce Development. Mr. Carver also served as a managing partner of The Castle Group, LLC, a government affairs firm with expertise in transportation issues. He was the first President of the New Jersey Aviation Association; founder of The Carver Group, a multifaceted consulting firm with a strong background in equal opportunity employment and minority entrepreneurship; and former President of the Casino Association of New Jersey, where he was the architect of groundbreaking changes in New Jersey’s gaming policy. He is also a 22-year veteran of the Port Authority of New York and New Jersey.
As Commissioner of the Department of Labor and Workforce Development, Mr. Carver managed a department of nearly 4,000 employees and was charged with fostering economic growth, promoting job-creation, enhancing business and labor relationships and creating a world-class workforce in New Jersey. During his tenure as Commissioner, Mr. Carver’s direct involvement was instrumental in ending a 13-week strike between Jersey Central Power & Light and the International Brotherhood of Electrical Workers System Council U-3.
As President of the New Jersey Aviation Association, Mr. Carver was instrumental in the passage of the Airport Development Rights Act. He has led a campaign to raise government and community awareness of the importance of New Jersey’s airport system to the State’s economy, and facilitated discussions between airport opponents and the aviation industry.
As President of the Casino Association of New Jersey, a title he held from October 1984 through December 1993, Mr. Carver forged new initiatives with minority and women’s businesses. He expanded the casino industry’s commitment to work with minority entrepreneurs. And he was a prime force in establishing New Jersey casinos as the leading industry in the nation for minority and female hiring at every level.
His contributions as Casino Association President also include: serving as the multibillion-dollar industry’s spokesman and lobbyist on State and National levels; and leading the drive for legislation that granted Atlantic City’s casinos 24-hour gaming and new gaming options. His appearance before the House Judiciary Committee’s hearing on the banning of sports wagering led to a committee vote allowing a single State, New Jersey, a one-year window to decide the issue at the State level.
He also assisted in the creation of the South Jersey Transportation Authority and the Casino Reinvestment Development Authority. He conceived and served as President of the Casino Association Rail Service (CARS), a five-route bus system connecting Atlantic City’s casinos with the Atlantic City train station.
Prior to assuming the presidency of the Casino Association, the 22-year veteran of the Port Authority of New York and New Jersey served as Assistant General Manager of Newark International Airport. He began his career with the Port Authority in 1961. Prior to that, he was a reporter for The Record newspaper.
Mr. Carver holds an appointment to the Board of Regents of St. Peter’s College and was a trustee of the Independent College Fund of New Jersey. He has served on the Hotel Employees Restaurant Employees International Union / Welfare and Pension Fund; as a member of the Governor’s Business Retention & Attraction Task Force; the Task Force of Equal Employment Opportunity / Affirmative Action of Atlantic City; as Director of the Atlantic City Chamber of Commerce; and on other boards and organizations.
He is a graduate of Saint Peter’s College, New York Law School, and attended the New York University Graduate School of Law. He is a member of the New Jersey Bar.
Mr. Carver and his wife Sheila live in Allenwood. They have three grown children and five grandchildren.
